I really wanted to go out on the pier and don't understand why they make people pay to do so. They do allow you to enter the shop where they try to sell you Galveston trinkets. Disappointing. Full review by LeakyB85

YEs, you can buy a pass for around $5 that lets you hang out on the pier.

Yes. You can buy one on the pier at the store under the restaurant, along with everything else that you need to fish.
