Floridians faced sweeping changes on July 1 as new legislation making "dangerous excessive speeding" a criminal offense in the state went into effect.

A new Florida law targeting so-called "super speeders" is now in effect, imposing tougher penalties on drivers caught going 50 miles per hour or more over the speed limit or driving recklessly at 100 mph or faster.

A driver clocked at 104 mph on Monday became the first person arrested under Florida’s new “Super Speeder” law, which allows troopers to jail motorists traveling more than 100 mph or at least 50 mph over the posted limit.

As of the NHC's latest update, issued early Thursday morning, the agency said there was now a 50 percent chance of cyclone formation over the next seven days, and a low, 10 percent chance of formation in the next 48 hours.

The National Hurricane Center is tracking a “disturbance” that could intensify in the coming days. A tropical system and the heavy rains accompanying it could lead to flash flooding across Florida and other parts of the coastal Southeast this weekend.

Widespread rain and thunderstorms are expected to continue for Northeast Florida and the peninsula into early next week.

Florida is in for a wet weekend as the chances that a tropical system will develop continue to climb. The National Hurricane Center raised the likelihood of development for a potential system near the northeast coast of Florida to 60% in the next seven days - up from 40% the day before - and for the first time gave the system a 20% chance of strengthening in the next day or two.
