The NBA draft lottery is Monday night in Chicago, with the winner getting the chance to pick No. 1 overall.

The Rockets have a 3.8% chance of winning the lottery and have the first opportunity to draft Duke freshman Cooper Flagg, the projected top overall pick.

Their win also fueled another round of speculation about whether the lottery is rigged.
